Memoranda of Understanding on PPH and Intellectual Property Cooperation Signed Between Taiwan and Israel
On November 17, 2025, Taiwan and Israel signed two Memoranda of Understanding (MOUs)—namely, the Taiwan-Israel Patent Prosecution Highway (PPH MOTTAINAI) and Taiwan-Israel Intellectual Property Cooperation—during the 15th Taiwan-Israel Economic and Technological Cooperation Conference.
The Taiwan-Israel PPH program is planned to be implemented starting January 2, 2026, at which time Israel will become the eighth partner to engage in PPH cooperation with Taiwan, following the United States, Japan, Spain, South Korea, Poland, Canada, and France.
Furthermore, pursuant to the signed Taiwan-Israel Intellectual Property Cooperation Memorandum, both parties will endeavor to collaborate on information exchange, professional personnel exchanges, and the promotion of intellectual property awareness. By leveraging Israel’s cutting-edge military technologies, cybersecurity, healthcare, biotechnology, and artificial intelligence, combined with Taiwan’s strengths in semiconductors and information and communication technology, the two countries could deepen their cooperative relationship in the field of intellectual property.
