David Chang received a master’s degree in laws and a master’s degree in civil construction management from National Chiao Tung University. Since 2015, David has been an attorney at Lee & Li, Attorneys-at-Law. With his dual expertise in civil engineering and law, he accumulated deep expereice in engineering mediation, litigation, and arbitration cases related to public works, and represented several major Taiwanese engineering companies in milestone public-works cases. The cases he handled were concerning rapid transit projects, power plant projects, the fourth nuclear power plant project. In addition, with the credential of Dedicated Wastewater And Sewage Treatment Specialists qualification from Environmental Protect Administration, David is also in charge of several environmental cases, e.g. criminal dispute cases, enterprise legal compliance cases.
